Renaming index to backup fails

I am running in server mode with Tomcat 6 on a Windows 8.1 machine.

I run the crawler like this:
java -jar regain-crawler.jar

The crawl completes and my index is good.

I startup Tomcat and am able to do searches without any problems.

I leave Tomcat running. I add a file into the directory where it will be indexed, then I run the crawler again like this:\
java -jar regain-crawler.jar

The next time I do a search (on the Tomcat server), I get the following error:

New index found on Tue Jan 27 16:05:21 CST 2015
Updating index failed!
net.sf.regain.RegainException: Renaming c:\users\mfardig\regainindex\index to c:
\users\mfardig\regainindex\backup failed!

As you can see, the index is stored in c:\users\mfardig\regainindex where there should be full rights to rename it.

I also cannot rename that "index" directory via File Explorer while Tomcat is running.

If I shut down Tomcat and restart, it updates the index fine.

So it seems I am unable to do an update to the index while Tomcat is running? Any help would be appreciated!
